EOC Planning P Explained 30 is a request for an essay about the Emergency Operations Center (EOC) Operational Planning Cycle, which is a process that guides the coordination and support of incident management activities by the EOC. The EOC Planning P is a graphical representation of the cycle, which consists of eight steps:

1. Incident Notification or Warning: The EOC receives information about a potential or actual incident that requires EOC activation. 4. Establish Coordination with IMTs/ACPs: The EOC defines the area(s) of responsibilities and scope of work between the incident(s) and the EOC, obtains situation reports from the incident(s) and/or Area Command(s) (ACs), and agrees on a resource ordering process.
5. EOC Planning Meeting: The EOC develops EOC priorities, limitations, constraints, and objectives, completes draft of the EOC-215/204s (EOC Incident Action Plan and EOC Assignment List), develops contingencies and support plans, and coordinates plan development with appropriate EOC staff.
6. Command and General Staff Meeting: The EOC Command confirms priorities, identifies limitations and constraints, reviews EOC operating objectives and direction, approves draft Coordination and Support Action Plan (CAP), reviews and clarifies EOC operating procedures, addresses coordination issues with other MACS entities, reviews and updates open action items, and reviews EOC activity/meeting schedule.
7. CAP Briefing: The EOC presents the CAP to the EOC Command for approval, identifies entities that require a copy of the CAP, duplicates for distribution, briefs the CAP and clarifies any issues and/or concerns, and makes revisions to the CAP as needed.
8. Execute CAP and Monitor EOC Effectiveness: The EOC maintains liaison with the ICs, UCs, ACs, other MACS entities, evaluates EOC support effectiveness and makes changes as needed, documents briefing and initiates open action tracking, and identifies incident resource shortfalls and other support requirements.
